The short answer

MEM: Mexico's Wholesale Electricity Market

The MEM is the market where electricity, capacity, Clean Energy Certificates (CELs) and related products are traded in Mexico. It was created by the 2014 energy reform so that generators, suppliers and large consumers could buy and sell electricity beyond CFE's regulated tariffs.

  • It is operated by CENACE (National Energy Control Center).
  • It is regulated by the CNE (National Energy Commission).
  • Companies with at least 1 MW of contracted demand can buy in it as Qualified Users.
